Summary	Force DB Nav on Dashboard
Description	1. Add $settings->navigation_type = 1; to line 25 of admin.php before dashboard_overrides so it can be overridden 2. Remove duplicate call to settings on line 3 of users/includes/templates/prep.php

also remove the other $db get instance and the line 35 call on admin.php to settings

Basically make sure the footer from the template is not loading or at least loading the bs5 footer
