Summary	PHPMailer needs to be upgraded
Description	Our current old version has a break which causes isHTML to not work (at least on PHP 8), and should be upgraded to the latest version. Since we are not using composer, we should include the PHPMailer Version Number in a txt file in the folder so we are easily able to track it.

I'm just holding back on this until I can do better validation the new version won't break old PHP versions...too bad at least!

Note the file comments may still say 5.5, but it is 6.5 from the git repo directly.
