Summary	fetchAllUsers is broken with the half rollback
Description	<p>fetchAllUsers is now broken as only the definition line was rolled back, none of the updated function itself was. The change was made to avoid a break in PHP compatibility by adding string and bool to the variables to make them strict, but later in the function we expect strings and bools, not arrays, like was previously done. </p> <p>Change it to this on line 34 of users/helpers/users.php:</p> <p>function fetchAllUsers($orderBy = null, $desc = false, $disabled = true)</p>
