Summary	Title tag inserted prior to !doctype statement
Description	<p>HTML5 requires <!doctype> to be the first statement of a page.  The page admin.php places the  title before the doctype.</p> <p>I moved the title call to users/views/_admin_menu.php to a line after the <head> tag which places the title after the doctype statement in the rendered page.</p> <p>Please consider making this change to the master.</p>
