Summary	min/max Validation in Form Builder not functional
Description	<p>The min/max character validation in the Form Builder seems to be non functional.</p> <p>The "is number" validation works though so the validation feature itself seems to work.</p>

Form builder being moved to plugins.  I'll check this out during that process.
