Summary	Blacklisted IPs to be checked before template preparation
Description	In the current version, blacklisted IPs are checked way after the template headers (including dbnav or nav.php) are sent out. Then the blocked message appears. That way if you block someone you are not actually blocking him from displaying the page again, or even worse continuing to issue get/post/etc requests to the page. If let's say you want to ban someone who abuses your site, you should ban him in the first possible place and stop him from further interaction with the pages. So i propose you add that function to a helper file which is included through init.php before the template prep functions. It will display an non-templated message, but who cares ;) He/she is banned for a reason we don't have to play nice...

Great report. Yeah. This is a better way to do it. I'm including it at the beginning of the header on admin and front end pages. Thanks for your contribution. This will be out in 5.2.7
